Only OP players can open crates!

Set spawn-protection to 0 in server.properties or move your crates out of the protection zone.

Players can't open crates even without spawn-protection!

Check your claim/protection plugins (e.g. WorldGuard) so players can freely interact with blocks there.

There is a duplication glitch!

Turn off creative gamemode.

You have bypass permissions.
